The unbearable lightness of the 'Samsung' media, the weight of the truth they didn't know

These are the titles of the articles released by major media on March 29th. There are more than 20 articles covering the same content, only with different titles. If you just look at the titles, it looks like Samsung is a victim of an unrelated crime.
The content of the articles is consistent: Samsung is a victim of delivery fraud; It is too much to hold Samsung accountable for the problems of secondary subcontractors; Samsung is making efforts to manage harmful substances.
The Korean media convey Samsung's position by quoting so-called “industry officials.” Even if you read the articles carefully, it is hard to know the important content. There is no context before and after about why civic groups condemn Samsung and what caused the incident in Vietnam. From the reader's point of view, the readers should be listening to the explanation that "Samsung is not guilty" before even properly examining the problem.
The messages that these articles did not clearly convey can be found in Newstapa's ongoing report, “Global Samsung's Dangerous Factory.” If we fill in the context of the incident that the media did not report, Samsung's image as a “victim” will be different.
The responsible person transformed into a victim
In early March, a methanol poisoning incident occurred at a factory of a partner company of Samsung Electronics in Bac Ninh, Vietnam, killing one worker and seriously injuring 36 others, including blindness. The civil society group's press conference mentioned in the press articles condemned Samsung's responsibility for this methanol poisoning incident in Bac Ninh, Vietnam.
The media reports that Samsung was a victim of a delivery fraud make it seem like a one-off incident that happened by accident. However, according to Newstapa's coverage, Samsung's Vietnamese partners have been repeatedly caught handling banned harmful substances such as methanol, even recently.
Even though Samsung knew this, its annual sustainability report claims that it has built a near-perfect hazardous material management system in its supply chain. It is not an incident that occurred because Samsung was accidentally harmed, but in fact, Samsung's poor management, which has been neglected for a long time, is the structural cause of the tragedy.
Moreover, Samsung Electronics has already been criticized socially for the methanol blindness incident that occurred at its domestic partners in 2016. The fact that workers who did not have proper protective equipment while using methanol for cooling and cleaning purposes in the metal processing process suffered serious damage such as blindness is like a pattern over time.
The backlash from “industry officials” that it is impossible to hold Samsung responsible for the management of secondary and tertiary suppliers was also leaked through the media during the domestic incident seven years ago. However, even at that time, criticism was raised that Samsung, which has the final responsibility for supply chain management, was trying to avoid responsibility by exploiting institutional loopholes. Moreover, what the media pointed out does not fit in the case of the Vietnamese partner where the incident occurred because it is a special case in which a secondary partner is located within the factory of Samsung's primary partner. It's just a simple search.
At the time of the domestic incident seven years ago, Samsung vowed to manage harmful substances such as methanol in its domestic and foreign partners. Samsung Chairman Lee Jae-yong also said he felt “significant responsibility” for this issue at the National Assembly hearing on manipulation of state affairs. It was around this time that Samsung began to mention through its sustainable management reports that it was responsible for overseas suppliers and directly managing harmful substances in supply chains.
Previously, Newstapa sent a questionnaire to Samsung about the management of harmful substances in its partners during the process of its coverage. To reporters asking about the specific facts, Samsung has only given a theoretical answer that “it thoroughly complies with environmental safety-related laws and regulations.”
I am curious about Samsung's intention of indirectly speaking through the remarks of the media and “industry officials” rather than expressing its position directly even though it had a chance to answer a series of questions., Didn't Samsung know that it would be difficult to say what they said if readers knew the full story of the methanol poisoning incident?
Trust is the base of company's existence, but the media is still talking about “Samsung, the hero”
Whether or not you know Samsung's internal situation, for now the media is defending Samsung's business. The so-called "Samsung Victim Frame" that came out this time is somehow not unfamiliar. Many scenes come to mind right away.
A case in point is the 2015 merger between Samsung C&T and Cheil Industries, which was promoted for the benefit of the owner's family. Samsung, which was responsible for the problem at a time when huge shareholder damage was expected, suddenly turned into a victim of attacks by overseas hedge funds in media reports. There were many media that supported the National Pension Service, which voted in favor of the merger. Years later, it was revealed that Samsung had joined hands with a secret political power and caused great damage to the national pension's assets, which are the people's money. No media has apologized for their reporting at the time.
I also remember the compromising media reports ahead of Samsung Chairman Lee Jae-yong's parole in 2021. Samsung's owner, who actively took the interests of the owner's family through transactions with secret political powers, turned into a victim who was threatened by political power and had no choice but to donate money [note that “donate money” was the media’s term for bribes the Samsung Chairman paid to the South Korean President]. There were voices from the media that the chaebol [conglomerate] owner, who could serve as someone to relieve the economic crisis, is facing unfair prison time due to anti-chaebol sentiment.
Newstapa, who is familiar with the appearance of our media, added this at the end of the reports dealing with environmental safety issues at Samsung's Vietnam factory:
Another reason why we decided to report today is that the only thing that can properly monitor Samsung, the largest advertiser in the Korean media, is an independent non-profit media. Please watch which media reports on the environmental destruction at Samsung's Vietnam plant we reported today.
Did the media decide to support Samsung on the frontline of so-called 'semiconductor chip war'? I added this comment out of excessive solicitude that the media could be confused about which one is the true national interest.
Someone might ask us about our report like this: Is it in the national interest to expose the wrongdoings committed by a company representing Korea abroad. As Mr. Lee Young-hee said at the end of the Newstapa video, we believe that the essence of journalism lies in pursuing the truth, not the national interest. If the national interest is protected only by relying on falsehood or concealment, it is not the real national interest, but in the end, it is someone's interest, and in the end, it harms everyone.
Unfortunately, no media has listened to such advice from Newstapa. There was no single Korean media report even quoting from foreign media coverage or statement of IPEN, an international organization. It is even more regrettable considering that there were many opportunities for domestic media to shake off the stigma of "Samsung's true colors." A case in point is Newstapa's "Jang Chung-gi Text" report, which clearly revealed the honeymoon between the media and Samsung [Jang Chung-gi was Samsung’s top lobbyist. The media still does not seem to learn a lesson even though the credibility of the readers, which is the basis of the media's existence, is falling to the ground.
The weight of truth that the domestic media did not know
It's not a new story. There's another reason why I started writing. I wanted to tell you what the truth is about the events that they turned away or sometimes distorted.
I contacted many local citizens and journalists in Vietnam while covering the environmental safety of Samsung Electronics' Vietnam plant and its partners. Many of them avoided Newstapa's requests for coverage. Some people recited the words that Samsung and its partner factories were safe as if they had been learned, while others waved their hands that they would be at a great disadvantage if they were known to have contacted reporters. While covering Vietnam, reporters have no choice but to be aware of public security and Samsung's eyes. It's never been harder to get to the truth.
There were also Vietnamese people who had a different attitude. When they heard Newstapa's coverage, they were angry at Samsung, which responds with silence and cover-up, and the Vietnamese government, which treats such Samsung with another silence and cover-up.
But they did not have a way to express their anger. The media and institutions were informed of the problem and urged public debate, but there was no place to take action. Rather, citizens and civic groups trying to publicize the problem were under surveillance and economic pressure, and some of those who were angry changed their attitudes and mixed themselves into the ranks of silence. It is no different from Korean society before democratization that we experienced just 40 years ago.
There are local Vietnamese citizens and journalists who are still struggling in this situation. They believe that one day there will be free speech in Vietnam, and human rights and environmental issues will be on the social agenda. We continue to monitor Samsung's problems and ask the international community for solidarity despite the difficult environment.

This is not the first time I've heard of the Samsung factory's problem. Previously, a Vietnamese whistleblower came out to inform the truth, but the government was silent even after hearing this. The person who raised the issue at the time is working at Samsung's affiliate again. I'm not going to step up any more. Citizenship in Vietnam is also increasing. I think one day, Vietnam will be interested in these environmental issues.

Even in a barren environment, I become solemn with the determined attitude of those preparing for the future. Even while I was writing the article, I kept feeling afraid of falling short of desperation of Vietnamese people. For this reason, it was even more uncomfortable to see some media behavior that helped silence or wrap up the person in charge as a victim. It is also regrettable that their articles are not helping Samsung, but taking away opportunities to develop like a global company.
It's not a new story. After all, I know that the media will not be free under the influence of Samsung, the largest advertiser in Korea. Still, the media's light behavior of betraying someone's desperation so easily keeps reminding me of the title of a novel written a long time ago [The Unbearable Lightness of Being].

지난 3월 29일 주요 언론들이 내놓은 기사들의 제목입니다. 제목만 다를 뿐 동일한내용을 다루는 기사가 20여 건에 이릅니다. 제목만 훑으면 삼성이애먼 죄를 뒤집어쓴 피해자로 보입니다.
기사 내용은 한결같습니다. △ 삼성은 납품 사기를당한 피해자다, △ 삼성에게 2차 협력사의 문제까지 책임을 묻는 것은 무리다, △ 삼성은 유해 물질 관리에 노력을 기울이고 있다 등 이른바 '업계 관계자'의 말을 빌려 삼성의입장을 전하고 있습니다.
기사를 꼼꼼히 읽어도 정작 중요한 내용은 알기 힘듭니다. 시민단체들이 어떤 이유로삼성을 규탄하는지, 베트남에서 발생했다는 사건의 원인은무엇인지 전후 맥락이빠져 있습니다. 독자 입장에서는 문제를 제대로알아보기도 전에 '삼성은 죄가 없다'라는 해명부터 듣고 있어야하는 꼴입니다.
이 기사들이 전하지 않은 행간은 뉴스타파의 연속보도 '글로벌 삼성의 위험한 공장'에서 찾아볼 수 있습니다. 언론들이 말하지 않은 사건의 맥락을 마저 채워서 살펴보면 '피해자'라는 삼성의 모습은 딴판으로 달라집니다.
피해자로 둔갑한 책임자
지난 3월 초 베트남 박닌시에 있는 삼성전자 베트남의 한 협력사 공장에서 메탄올중독 사건이 발생해노동자 1명이 사망하고 36명이 실명 등의 중상을입는 사건이 발생했습니다. 기사들에서 언급된 시민단체의 기자회견은 베트남박닌에서 발생한 이 메탄올 중독 사건에대한 삼성의 책임을규탄하는 것입니다.
삼성이 납품 사기의 피해자라는 언론의 보도는마치 이 사건이어쩌다 발생한 일회적인 사건처럼 보이게합니다. 하지만 뉴스타파의 취재에 따르면, 삼성의 베트남 협력사들이 메탄올과 같이 금지된 유해 물질을취급하다 적발되는 일은 최근까지도 비일비재 반복되고 있었습니다.
삼성은 이러한 사실을 알고도, 매년 발행하는 자신의지속가능경영보고서 등을 통해 완벽에 가까운 공급망유해 물질 관리 체계를 구축하고 있다고꾸며온 것으로 드러났습니다. 어쩌다 삼성이 피해를입어서 발생한 사건이아니라, 사실은 장기간 방치되어온 삼성의 관리 부실이 참사를 낳은 구조적 원인인 셈입니다.
더구나 삼성전자는 이미 2016년 국내 협력사에서 발생한메탄올 실명 사건으로 인해 사회적지탄을 받은 적이 있습니다. 금속 가공 공정에서 냉각과 세척 목적으로 메탄올을 사용하다가 제대로 된 보호장구를 갖추지 못한 노동자들이 실명과 같은 심각한 피해를 입었다는 점은 시간과공간의 터울을 두고 판박이처럼 같습니다.
삼성에게 2, 3차 협력업체의 관리 책임을묻는 것은 무리라는 '업계 관계자'의 반문은 7년 전 국내 사건 때도 언론을통해 흘러나왔습니다. 하지만 당시에도 공급망 관리의최종 책임을 갖고 있는 원청 삼성이제도적 허점을 악용해책임을 회피하려 한다는비판이 나왔습니다. 더구나 이번에 사건이 발생한베트남 협력사의 경우, 삼성의 1차 협력사의 공장 안에 2차 협력사가 있는 특수한 경우라 언론의지적은 꼭 들어맞지 않습니다. 간단한 검색만으로도 확인되는 내용입니다.

앞서 뉴스타파는 취재 과정에서 삼성에 협력사유해 물질 관리 문제에 대한 질의서를 보낸 바 있습니다. 구체적 사실 관계를묻는 취재진에게 삼성은 '환경안전 관련 법규와규정을 철저히 준수하고 있다'라는 원론적인 답변만을 해왔습니다.
일련의 문제에 답할 기회가있었는데도 직접 입장을밝히는 게 아니라언론과 '업계 관계자'의 발언을 통해 간접적으로 말을 흘리는삼성의 의중이 궁금합니다. 독자들이 이번 메탄올중독 사건의 전말을알게 된다면, 자신의 말이 궁해진다는 점을 삼성도 알고 있었던것은 아닐까요?
'존립 기반' 신뢰가 무너지는데, 언론은 아직도 '삼성 본색'
이러한 삼성의 속사정을 아는지모르는지, 언론은 삼성의 일이라면 일단 두둔하며 나서고 있습니다. 이번에 나온 이른바 '삼성 피해자 프레임'도 어쩐지 낯설지가 않습니다. 당장 여러 장면이 떠오릅니다.
2015년 오너 일가의 이익을위해 추진됐던 삼성물산-제일모직 합병 때가 대표적입니다. 막대한 주주 피해가예상되는 상황에서 문제의책임을 져야 할 당사자 삼성은 언론 보도에서 돌연 해외 헤지펀드의 공격을 받는 피해자로 둔갑했습니다. 합병안에 찬성표를 던진 국민연금을 두둔하던 언론도많았습니다. 수년 뒤 삼성과권력의 비선이 손을 잡고 국민의 돈인 국민연금 운용자산에 큰 피해를 입힌 불법 행위였다는 사실이 드러났습니다. 당시 보도를 두고 사과한 언론은 아직 없습니다.
2021년 이재용 삼성 회장의가석방을 앞두고 나온 낯 뜨거운 언론 보도도 생각납니다. 권력 비선과의 거래를 통해 적극적으로 오너 일가의이익을 취했던 삼성의오너는 어느새 정치 권력에 겁박당해 헌금할수밖에 없었던 피해자로 둔갑했습니다. 경제 위기 상황에서 구원투수 역할을 할 재벌 오너가 반재벌정서로 인해 부당한옥살이를 산다는 목소리가 언론으로부터 나왔습니다.
이러한 우리 언론의 모습을익히 봐온 뉴스타파는 삼성 베트남공장의 환경안전 문제를다루는 보도 말미에이런 말을 보탰습니다.
저희가 오늘 보도를 결정한또 한 가지 이유는, 한국 언론 최대의광고주인 삼성을 제대로감시할 수 있는 것은 자본으로부터 자유로운 독립언론뿐이기 때문입니다. 저희가 오늘 보도한삼성 베트남 공장의환경 파괴 실상을어느 언론이 따라서보도하는지 지켜봐 주십시오.
혹시 언론들이 이른바 '반도체 전쟁'의 일선에 있는 삼성전자에 힘을 싣기 위해 어떤 판단을한 것은 아닐까요? 언론들이 무엇이 진짜 국익인지 헷갈릴 수도 있다는 노파심에 이런 말을 덧붙이기도 했습니다.
누군가는 오늘 저희의 보도 내용에 대해 이렇게반문할 수도 있을 것 같습니다. 한국을 대표하는 기업이 해외에서 저지른 잘못을폭로하는 것이 과연 국익에 부합하는 보도인가. 뉴스타파 영상 맨 마지막에 나오는 고 리영희 선생의 말씀처럼 저희는 저널리즘의 본질이 국익이아니라 진실을 추구하는 데 있다고믿습니다. 허위나 은폐에 의지해야 지켜지는 국익이라면 진짜 국익이아니라 결국 특정한누군가의 이익이며, 종국에는 국민 모두에게 해를 끼치기 때문입니다.
안타깝게도, 이 같은 뉴스타파의 조언을귀담아들은 언론은 없었습니다. 국제 단체 IPEN의 성명과 해외보도가 이어지는 상황에서도 인용보도에 나선 언론도없었습니다.
앞서 국내 언론들이 '삼성 본색'의 오명을 떨쳐낼수 있었던 기회가많다는 점을 생각하면 더욱 안타깝습니다. 언론과 삼성의 밀월이적나라하게 드러났던 뉴스타파의 '장충기 문자' 보도가 대표적입니다. 언론의 존재 기반인독자의 신뢰가 땅에 떨어지는 와중에도 언론은여전히 교훈을 얻지 못하는 모습입니다.
국내 언론들이 몰랐던 진실의무거움
새삼스럽지 않은 이야기입니다. 글로 운을 뗀 건 다른 이유가 있어서입니다. 그들이 외면하거나 때론 왜곡한 사건의 진실이어떤 것인지 일러주고 싶었습니다.
이번 삼성전자 베트남 공장과그 협력사들의 환경안전 실태를 취재하며 베트남 현지의많은 시민, 언론인들을 접촉했습니다. 그 중 상당수는 뉴스타파의 취재 요청을 피했습니다. 어떤 사람은 마치 학습된것처럼 삼성과 그 협력사 공장이 안전하다는 말을 읊조렸고, 또 어떤 사람은취재진과 접촉한 사실이알려졌을 때 자신에게 돌아올 불이익이 크다고 손사래쳤습니다. 취재진도 베트남 현지를취재하는 동안 공안과삼성의 시선을 의식할수밖에 없었습니다. 어느 때보다도 진실에 다가서기 쉽지 않았습니다.
이들과 다른 태도를 보이는베트남 사람들도 있었습니다. 그들은 뉴스타파의 취재 내용을 접하고 침묵과은폐로 대응하는 삼성, 그리고 그러한 삼성을또 다른 침묵과은폐로 대하는 베트남정부에 분노했습니다.
하지만 그들은 자신이 느낀 분노를 표출할 창구를갖고 있지 못했습니다. 언론과 기관에 문제 사실을 알리고 공론화를 촉구했지만 행동에나서는 곳이 없었습니다. 오히려 문제를 알리려는 시민과 시민단체는 사찰과 경제적압박을 받았고, 분노하던 이들 중 일부는태도를 바꿔 침묵의대열에 몸을 섞었습니다. 불과 40년 전쯤 우리도겪었던, 민주화 이전의 한국 사회와 다를 바 없는 모습입니다.
이런 상황 속에서도 여전히고군분투하는 베트남 현지의시민, 언론인들이 있습니다. 그들은 언젠가 베트남에서도 언로가열리고, 인권과 환경 문제가사회적 의제가 되는 날이 오리라 믿고 있습니다. 어려운 환경 속에서도 삼성의 문제를계속 감시하고, 국제 사회에 연대를 요청하고 있습니다.
취재진에게 전해진 목소리 몇 개를 정리했습니다.
삼성 공장의 문제는 처음 듣는 게 아닙니다. 이전에도 베트남인 내부고발자가 나와 사실을알린 적 있지만, 정부는 이 사실을듣고도 침묵했습니다. 당시 문제 제기를 했던 사람은 다시 삼성의관계사에서 일하고 있습니다. 이제는 더 이상 나서려고 하지 않습니다. 베트남의 시민 의식도높아지고 있습니다. 언젠가는 베트남도 이런 환경 문제에 관심을 갖게 될 것이라고 생각합니다.

척박한 환경에서도 미래를 준비하는 이들의 결연한자세에 숙연해집니다. 기사를 쓰는 동안에도 베트남사람들의 간절한 마음에미치지 못할까, 무거운 마음이 따라다녔습니다. 이러한 까닭에 침묵을 하거나책임자를 피해자로 포장하는데 일조하는 일부 언론의 행태를 보며 마음이 더욱 불편했습니다. 그들의 기사가 삼성을돕기는 커녕, 글로벌 기업답게 발전할 기회를앗아가고 있다는 점도 안타까운 대목입니다.
새삼스럽지 않은 이야기입니다. 결국 국내 최대 광고주삼성의 영향력 아래 언론은 자유롭지 못할 것을 알고 있습니다. 그래도 너무도 쉽게 누군가의 간절함을 배신하는 언론의 가벼운행태에, 오래전 쓰인 소설의제목이 자꾸 생각납니다.

It is not an incident that occurred because Samsung was accidentally harmed, but in fact, Samsung's poor management, which has been neglected for a long time, is the structural cause of the tragedy.
Moreover, Samsung Electronics has already been criticized socially for the methanol blindness incident that occurred at its domestic partners in 2016. The fact that workers who did not have proper protective equipment while using methanol for cooling and cleaning purposes in the metal processing process suffered serious damage such as blindness is like a pattern over time.
The backlash from “industry officials” that it is impossible to hold Samsung responsible for the management of secondary and tertiary suppliers was also leaked through the media during the domestic incident seven years ago. However, even at that time, criticism was raised that Samsung, which has the final responsibility for supply chain management, was trying to avoid responsibility by exploiting institutional loopholes. Moreover, what the media pointed out does not fit in the case of the Vietnamese partner where the incident occurred because it is a special case in which a secondary partner is located within the factory of Samsung's primary partner. It's just a simple search.
At the time of the domestic incident seven years ago, Samsung vowed to manage harmful substances such as methanol in its domestic and foreign partners. Samsung Chairman Lee Jae-yong also said he felt “significant responsibility” for this issue at the National Assembly hearing on manipulation of state affairs. It was around this time that Samsung began to mention through its sustainable management reports that it was responsible for overseas suppliers and directly managing harmful substances in supply chains.
Previously, Newstapa sent a questionnaire to Samsung about the management of harmful substances in its partners during the process of its coverage. To reporters asking about the specific facts, Samsung has only given a theoretical answer that “it thoroughly complies with environmental safety-related laws and regulations.”
I am curious about Samsung's intention of indirectly speaking through the remarks of the media and “industry officials” rather than expressing its position directly even though it had a chance to answer a series of questions., Didn't Samsung know that it would be difficult to say what they said if readers knew the full story of the methanol poisoning incident?
Trust is the base of company's existence, but the media is still talking about “Samsung, the hero”
Whether or not you know Samsung's internal situation, for now the media is defending Samsung's business. The so-called "Samsung Victim Frame" that came out this time is somehow not unfamiliar. Many scenes come to mind right away.
A case in point is the 2015 merger between Samsung C&T and Cheil Industries, which was promoted for the benefit of the owner's family. Samsung, which was responsible for the problem at a time when huge shareholder damage was expected, suddenly turned into a victim of attacks by overseas hedge funds in media reports. There were many media that supported the National Pension Service, which voted in favor of the merger. Years later, it was revealed that Samsung had joined hands with a secret political power and caused great damage to the national pension's assets, which are the people's money. No media has apologized for their reporting at the time.
I also remember the compromising media reports ahead of Samsung Chairman Lee Jae-yong's parole in 2021. Samsung's owner, who actively took the interests of the owner's family through transactions with secret political powers, turned into a victim who was threatened by political power and had no choice but to donate money [note that “donate money” was the media’s term for bribes the Samsung Chairman paid to the South Korean President]. There were voices from the media that the chaebol [conglomerate] owner, who could serve as someone to relieve the economic crisis, is facing unfair prison time due to anti-chaebol sentiment.
Newstapa, who is familiar with the appearance of our media, added this at the end of the reports dealing with environmental safety issues at Samsung's Vietnam factory:
Another reason why we decided to report today is that the only thing that can properly monitor Samsung, the largest advertiser in the Korean media, is an independent non-profit media. Please watch which media reports on the environmental destruction at Samsung's Vietnam plant we reported today.
Did the media decide to support Samsung on the frontline of so-called 'semiconductor chip war'? I added this comment out of excessive solicitude that the media could be confused about which one is the true national interest.
Someone might ask us about our report like this: Is it in the national interest to expose the wrongdoings committed by a company representing Korea abroad. As Mr. Lee Young-hee said at the end of the Newstapa video, we believe that the essence of journalism lies in pursuing the truth, not the national interest. If the national interest is protected only by relying on falsehood or concealment, it is not the real national interest, but in the end, it is someone's interest, and in the end, it harms everyone.
Unfortunately, no media has listened to such advice from Newstapa. There was no single Korean media report even quoting from foreign media coverage or statement of IPEN, an international organization. It is even more regrettable considering that there were many opportunities for domestic media to shake off the stigma of "Samsung's true colors." A case in point is Newstapa's "Jang Chung-gi Text" report, which clearly revealed the honeymoon between the media and Samsung [Jang Chung-gi was Samsung’s top lobbyist. The media still does not seem to learn a lesson even though the credibility of the readers, which is the basis of the media's existence, is falling to the ground.
The weight of truth that the domestic media did not know
It's not a new story. There's another reason why I started writing. I wanted to tell you what the truth is about the events that they turned away or sometimes distorted.
I contacted many local citizens and journalists in Vietnam while covering the environmental safety of Samsung Electronics' Vietnam plant and its partners. Many of them avoided Newstapa's requests for coverage. Some people recited the words that Samsung and its partner factories were safe as if they had been learned, while others waved their hands that they would be at a great disadvantage if they were known to have contacted reporters. While covering Vietnam, reporters have no choice but to be aware of public security and Samsung's eyes. It's never been harder to get to the truth.
There were also Vietnamese people who had a different attitude. When they heard Newstapa's coverage, they were angry at Samsung, which responds with silence and cover-up, and the Vietnamese government, which treats such Samsung with another silence and cover-up.
But they did not have a way to express their anger. The media and institutions were informed of the problem and urged public debate, but there was no place to take action. Rather, citizens and civic groups trying to publicize the problem were under surveillance and economic pressure, and some of those who were angry changed their attitudes and mixed themselves into the ranks of silence. It is no different from Korean society before democratization that we experienced just 40 years ago.
There are local Vietnamese citizens and journalists who are still struggling in this situation. They believe that one day there will be free speech in Vietnam, and human rights and environmental issues will be on the social agenda. We continue to monitor Samsung's problems and ask the international community for solidarity despite the difficult environment.

This is not the first time I've heard of the Samsung factory's problem. Previously, a Vietnamese whistleblower came out to inform the truth, but the government was silent even after hearing this. The person who raised the issue at the time is working at Samsung's affiliate again. I'm not going to step up any more. Citizenship in Vietnam is also increasing. I think one day, Vietnam will be interested in these environmental issues.

Even in a barren environment, I become solemn with the determined attitude of those preparing for the future. Even while I was writing the article, I kept feeling afraid of falling short of desperation of Vietnamese people. For this reason, it was even more uncomfortable to see some media behavior that helped silence or wrap up the person in charge as a victim. It is also regrettable that their articles are not helping Samsung, but taking away opportunities to develop like a global company.
It's not a new story. After all, I know that the media will not be free under the influence of Samsung, the largest advertiser in Korea. Still, the media's light behavior of betraying someone's desperation so easily keeps reminding me of the title of a novel written a long time ago [The Unbearable Lightness of Being].

지난 3월 29일 주요 언론들이 내놓은 기사들의 제목입니다. 제목만 다를 뿐 동일한내용을 다루는 기사가 20여 건에 이릅니다. 제목만 훑으면 삼성이애먼 죄를 뒤집어쓴 피해자로 보입니다.
기사 내용은 한결같습니다. △ 삼성은 납품 사기를당한 피해자다, △ 삼성에게 2차 협력사의 문제까지 책임을 묻는 것은 무리다, △ 삼성은 유해 물질 관리에 노력을 기울이고 있다 등 이른바 '업계 관계자'의 말을 빌려 삼성의입장을 전하고 있습니다.
기사를 꼼꼼히 읽어도 정작 중요한 내용은 알기 힘듭니다. 시민단체들이 어떤 이유로삼성을 규탄하는지, 베트남에서 발생했다는 사건의 원인은무엇인지 전후 맥락이빠져 있습니다. 독자 입장에서는 문제를 제대로알아보기도 전에 '삼성은 죄가 없다'라는 해명부터 듣고 있어야하는 꼴입니다.
이 기사들이 전하지 않은 행간은 뉴스타파의 연속보도 '글로벌 삼성의 위험한 공장'에서 찾아볼 수 있습니다. 언론들이 말하지 않은 사건의 맥락을 마저 채워서 살펴보면 '피해자'라는 삼성의 모습은 딴판으로 달라집니다.
피해자로 둔갑한 책임자
지난 3월 초 베트남 박닌시에 있는 삼성전자 베트남의 한 협력사 공장에서 메탄올중독 사건이 발생해노동자 1명이 사망하고 36명이 실명 등의 중상을입는 사건이 발생했습니다. 기사들에서 언급된 시민단체의 기자회견은 베트남박닌에서 발생한 이 메탄올 중독 사건에대한 삼성의 책임을규탄하는 것입니다.
삼성이 납품 사기의 피해자라는 언론의 보도는마치 이 사건이어쩌다 발생한 일회적인 사건처럼 보이게합니다. 하지만 뉴스타파의 취재에 따르면, 삼성의 베트남 협력사들이 메탄올과 같이 금지된 유해 물질을취급하다 적발되는 일은 최근까지도 비일비재 반복되고 있었습니다.
삼성은 이러한 사실을 알고도, 매년 발행하는 자신의지속가능경영보고서 등을 통해 완벽에 가까운 공급망유해 물질 관리 체계를 구축하고 있다고꾸며온 것으로 드러났습니다. 어쩌다 삼성이 피해를입어서 발생한 사건이아니라, 사실은 장기간 방치되어온 삼성의 관리 부실이 참사를 낳은 구조적 원인인 셈입니다.
더구나 삼성전자는 이미 2016년 국내 협력사에서 발생한메탄올 실명 사건으로 인해 사회적지탄을 받은 적이 있습니다. 금속 가공 공정에서 냉각과 세척 목적으로 메탄올을 사용하다가 제대로 된 보호장구를 갖추지 못한 노동자들이 실명과 같은 심각한 피해를 입었다는 점은 시간과공간의 터울을 두고 판박이처럼 같습니다.
삼성에게 2, 3차 협력업체의 관리 책임을묻는 것은 무리라는 '업계 관계자'의 반문은 7년 전 국내 사건 때도 언론을통해 흘러나왔습니다. 하지만 당시에도 공급망 관리의최종 책임을 갖고 있는 원청 삼성이제도적 허점을 악용해책임을 회피하려 한다는비판이 나왔습니다. 더구나 이번에 사건이 발생한베트남 협력사의 경우, 삼성의 1차 협력사의 공장 안에 2차 협력사가 있는 특수한 경우라 언론의지적은 꼭 들어맞지 않습니다. 간단한 검색만으로도 확인되는 내용입니다.
7년 전 국내 사건 당시, 삼성은 국내외 협력사들에서 메탄올 등의 유해 물질을 관리하겠다고 공언했습니다. 이재용 삼성 회장은 국정 농단 국회 청문회장에 나서 이 사안 등에 대해 '막중한 책임을 느낀다'라고 발언하기도 했습니다. 삼성이 지속가능경영보고서 등을 통해 해외 협력사공급망의 유해 물질을직접 관리하고 책임지고 있다고 스스로언급하기 시작한 것도 이 즈음입니다.
앞서 뉴스타파는 취재 과정에서 삼성에 협력사유해 물질 관리 문제에 대한 질의서를 보낸 바 있습니다. 구체적 사실 관계를묻는 취재진에게 삼성은 '환경안전 관련 법규와규정을 철저히 준수하고 있다'라는 원론적인 답변만을 해왔습니다.
일련의 문제에 답할 기회가있었는데도 직접 입장을밝히는 게 아니라언론과 '업계 관계자'의 발언을 통해 간접적으로 말을 흘리는삼성의 의중이 궁금합니다. 독자들이 이번 메탄올중독 사건의 전말을알게 된다면, 자신의 말이 궁해진다는 점을 삼성도 알고 있었던것은 아닐까요?
'존립 기반' 신뢰가 무너지는데, 언론은 아직도 '삼성 본색'
이러한 삼성의 속사정을 아는지모르는지, 언론은 삼성의 일이라면 일단 두둔하며 나서고 있습니다. 이번에 나온 이른바 '삼성 피해자 프레임'도 어쩐지 낯설지가 않습니다. 당장 여러 장면이 떠오릅니다.
2015년 오너 일가의 이익을위해 추진됐던 삼성물산-제일모직 합병 때가 대표적입니다. 막대한 주주 피해가예상되는 상황에서 문제의책임을 져야 할 당사자 삼성은 언론 보도에서 돌연 해외 헤지펀드의 공격을 받는 피해자로 둔갑했습니다. 합병안에 찬성표를 던진 국민연금을 두둔하던 언론도많았습니다. 수년 뒤 삼성과권력의 비선이 손을 잡고 국민의 돈인 국민연금 운용자산에 큰 피해를 입힌 불법 행위였다는 사실이 드러났습니다. 당시 보도를 두고 사과한 언론은 아직 없습니다.
2021년 이재용 삼성 회장의가석방을 앞두고 나온 낯 뜨거운 언론 보도도 생각납니다. 권력 비선과의 거래를 통해 적극적으로 오너 일가의이익을 취했던 삼성의오너는 어느새 정치 권력에 겁박당해 헌금할수밖에 없었던 피해자로 둔갑했습니다. 경제 위기 상황에서 구원투수 역할을 할 재벌 오너가 반재벌정서로 인해 부당한옥살이를 산다는 목소리가 언론으로부터 나왔습니다.
이러한 우리 언론의 모습을익히 봐온 뉴스타파는 삼성 베트남공장의 환경안전 문제를다루는 보도 말미에이런 말을 보탰습니다.

누군가는 오늘 저희의 보도 내용에 대해 이렇게반문할 수도 있을 것 같습니다. 한국을 대표하는 기업이 해외에서 저지른 잘못을폭로하는 것이 과연 국익에 부합하는 보도인가. 뉴스타파 영상 맨 마지막에 나오는 고 리영희 선생의 말씀처럼 저희는 저널리즘의 본질이 국익이아니라 진실을 추구하는 데 있다고믿습니다. 허위나 은폐에 의지해야 지켜지는 국익이라면 진짜 국익이아니라 결국 특정한누군가의 이익이며, 종국에는 국민 모두에게 해를 끼치기 때문입니다.
안타깝게도, 이 같은 뉴스타파의 조언을귀담아들은 언론은 없었습니다. 국제 단체 IPEN의 성명과 해외보도가 이어지는 상황에서도 인용보도에 나선 언론도없었습니다.
앞서 국내 언론들이 '삼성 본색'의 오명을 떨쳐낼수 있었던 기회가많다는 점을 생각하면 더욱 안타깝습니다. 언론과 삼성의 밀월이적나라하게 드러났던 뉴스타파의 '장충기 문자' 보도가 대표적입니다. 언론의 존재 기반인독자의 신뢰가 땅에 떨어지는 와중에도 언론은여전히 교훈을 얻지 못하는 모습입니다.
국내 언론들이 몰랐던 진실의무거움
새삼스럽지 않은 이야기입니다. 글로 운을 뗀 건 다른 이유가 있어서입니다. 그들이 외면하거나 때론 왜곡한 사건의 진실이어떤 것인지 일러주고 싶었습니다.
이번 삼성전자 베트남 공장과그 협력사들의 환경안전 실태를 취재하며 베트남 현지의많은 시민, 언론인들을 접촉했습니다. 그 중 상당수는 뉴스타파의 취재 요청을 피했습니다. 어떤 사람은 마치 학습된것처럼 삼성과 그 협력사 공장이 안전하다는 말을 읊조렸고, 또 어떤 사람은취재진과 접촉한 사실이알려졌을 때 자신에게 돌아올 불이익이 크다고 손사래쳤습니다. 취재진도 베트남 현지를취재하는 동안 공안과삼성의 시선을 의식할수밖에 없었습니다. 어느 때보다도 진실에 다가서기 쉽지 않았습니다.
이들과 다른 태도를 보이는베트남 사람들도 있었습니다. 그들은 뉴스타파의 취재 내용을 접하고 침묵과은폐로 대응하는 삼성, 그리고 그러한 삼성을또 다른 침묵과은폐로 대하는 베트남정부에 분노했습니다.
하지만 그들은 자신이 느낀 분노를 표출할 창구를갖고 있지 못했습니다. 언론과 기관에 문제 사실을 알리고 공론화를 촉구했지만 행동에나서는 곳이 없었습니다. 오히려 문제를 알리려는 시민과 시민단체는 사찰과 경제적압박을 받았고, 분노하던 이들 중 일부는태도를 바꿔 침묵의대열에 몸을 섞었습니다. 불과 40년 전쯤 우리도겪었던, 민주화 이전의 한국 사회와 다를 바 없는 모습입니다.
이런 상황 속에서도 여전히고군분투하는 베트남 현지의시민, 언론인들이 있습니다. 그들은 언젠가 베트남에서도 언로가열리고, 인권과 환경 문제가사회적 의제가 되는 날이 오리라 믿고 있습니다. 어려운 환경 속에서도 삼성의 문제를계속 감시하고, 국제 사회에 연대를 요청하고 있습니다.
취재진에게 전해진 목소리 몇 개를 정리했습니다.
삼성 공장의 문제는 처음 듣는 게 아닙니다. 이전에도 베트남인 내부고발자가 나와 사실을알린 적 있지만, 정부는 이 사실을듣고도 침묵했습니다. 당시 문제 제기를 했던 사람은 다시 삼성의관계사에서 일하고 있습니다. 이제는 더 이상 나서려고 하지 않습니다. 베트남의 시민 의식도높아지고 있습니다. 언젠가는 베트남도 이런 환경 문제에 관심을 갖게 될 것이라고 생각합니다.

척박한 환경에서도 미래를 준비하는 이들의 결연한자세에 숙연해집니다. 기사를 쓰는 동안에도 베트남사람들의 간절한 마음에미치지 못할까, 무거운 마음이 따라다녔습니다. 이러한 까닭에 침묵을 하거나책임자를 피해자로 포장하는데 일조하는 일부 언론의 행태를 보며 마음이 더욱 불편했습니다. 그들의 기사가 삼성을돕기는 커녕, 글로벌 기업답게 발전할 기회를앗아가고 있다는 점도 안타까운 대목입니다.
새삼스럽지 않은 이야기입니다. 결국 국내 최대 광고주삼성의 영향력 아래 언론은 자유롭지 못할 것을 알고 있습니다. 그래도 너무도 쉽게 누군가의 간절함을 배신하는 언론의 가벼운행태에, 오래전 쓰인 소설의제목이 자꾸 생각납니다.
